Program Description

The Housing Authority currently manages low rent units in 11 communities located in the boundaries of the Flathead Reservation. Participant’s rent is based on 30% of the household countable annual income from all sources. The participant will enter into a month-to-month lease with SKHA. The participant is required to certify their household income annually.

Eligibility Requirements

Recipients must meet the income guidelines as defined by NAHASDA, be 18 years old.

The applicant must be an enrolled member of a federally recognized tribe and be at or below 80% of median income. Preference is given to members of the Confederated Salish & Kootenai Tribe.

Program Description

The TBA Program assists individuals by paying all or a portion of the participant’s rent in the private rental market. The Housing Authority currently provides funding for 50 families.

Eligibility Requirements

The applicant must be an enrolled member of a federally recognized tribe and be at or below 80% of median income. Preference is given to members of the Confederated Salish and Kootenai Tribes.

When an applicant is selected for assistance the applicant’s assistance is based on Fair Market minus 30% of the household countable annual income from all sources.

The participant is required to certify their household composition and income annually.

Program Description

This program is designed to provide temporary shelter, for families in need, providing advocacy, outreach counseling, housing assistance, support services, and referral to outside agencies for practical living and interpersonal skills building.

It consists of nineteen temporary living units and one common facilities area.

Residents are required to sign and adhere to their individualized Social Development Agreement and center rules.

Eligibility Requirements

This program is available to individual(s) that have emergency housing needs.

To be eligible to participate in the program individual(s) must be involved in an extreme crisis(i.e. fire or any other natural disaster living in the elements or a destitute environment, etc.) in which any and all alternative shelter(i.e. immediate family, relatives, friends,etc.) is determined unavailable.

Program Description

This program is to assist first time homebuyer families who qualify at a local lending institution with down payment/closing assistance.

The assistance varies from 4% of the total purchase price of the home up to a maximum of $15,000.

The assistance amount is based on an affordable mortgage amount for your income.

The Housing Authority shares in the appreciated or depreciated value up to the percentage of assistance provided.

Eligibility Requirements

Recipients must be an enrolled member of the Confederated Salish & Kootenai Tribes, first time home buyer, and be 18 years of age or older.

A complete application, including all current household income, must be submitted.

The home must be maintained as the family’s primary residence.

Funds are based on a “first come, first served” basis. A credit report will be attained on all applicants.

Program Description

Created in 1986 by the Internal Revenue Service as a means of providing affordable housing to the very low and low income families across the county for owners of qualifying rental housing.

Salish & Kootenai Housing Authority has 5 different developments funded partially by the use of the LIHTC program. These include the Felsman Addition (3 & 4 bedroom units) Arlee & Elmo Elderly Living Centers (1 bedroom units for the Elderly & Handicap) Turtle Lake (2,3, & 4 bedroom units) and Felsman II (2 bedroom duplexes)
Rents are based on development.

Recipient must live on the Flathead Reservation.

Preference will be given to members of the Confederated Salish and Kootenai Tribes.

Recipients verified household income must be within established guidelines.

Program Description

This program assists enrolled Tribal members with major rehabilitation and some emergency assistance.

New construction is not available. Applicants who have the ability to borrow funds or are over income guidelines can be referred to other programs within the Housing Authority.

Counseling and follow-up visits are also available.

Eligibility Requirements

Recipient must be an enrolled member of the Confederated Salish & Kootenai Tribes, must live on the Flathead Indian Reservation and have ownership of the residence.

Recipients verified household income must be within established guidelines.

Mobile homes are eligible if the occupant is elderly or handicapped.

Double-Wide Homes are eligible if they are on a permanent foundation.

Homes under the SKHA Homeownership program are eligible under specific circumstances.

Program Description

This program assists enrolled Tribal members with emergency repair and rehabilitation to units considered to be substandard or inadequate in terms of capacity and where economic resources of the applicant are inadequate.

New construction is available in cases where the unit cannot be rehabilitated, based on need and available funding.

Counseling is available and periodic post-construction visits are made to insure the improvements are maintained.

Funding for this program is very limited.

Eligibility Requirements

Recipient must be an enrolled member of a Federally recognized Tribe, with preference given to members of the Confederated Salish and Kootenai Tribes.

The residence must be in substandard or inadequate housing in the terms of capacity.

The recipient must have ownership of the residence and not be eligible for any other resources.

Mobile homes are not eligible. A payback agreement is required in the case the homeowner sells.

Total household income has to be within the established Federal income guidelines.

All projects are approved by the HIP Board.

Program Description

This program assists low income tribal members from Federally recognized Tribes, and provides an analysis of heating systems, insulation, air infiltration, ventilation and moisture control, water heaters, and other means to assess the needs of the home to provide repairs and other measures necessary to meet energy conservation needs or improve safety standards in the home.

Eligibility Requirements

Recipients must be low income that does not exceed the greater of 125% of the poverty level of Montana.

Recipient must be an enrolled Tribal member of a Federally recognized Tribe residing on the Reservation.

Program Description

This program complies to the Safe Drinking Water Act in the testing and water sampling for all community systems mandated by the Environmental Protection Agency(EPA) and on call status 24 hours a day, 365 days a year.

This program also provides potable water.  Operates and maintains wastewater systems throughout the many service areas throughout the Reservation.

Recipients must be residents in the community that is being served and maintained by the program.

Program Description

Responsible for repair to SKHA units, grounds and non dwelling units under management of the Housing Authority.

This department is also responsible for lawn care, snow removal for the elderly, handicapped and cluster sites.

This department is also responsible for after hours emergency services.

Recipient must be in a Housing unit managed by the Housing Authority.

Program Description

This program is responsible for providing Water and/or sewer services through I.H.S. eligibility guidelines. This would include the installation of water and/or sewer service. Engineering services are available to individuals in evaluating sites to determine the feasibility and cost of providing water and/or sewer facilities.

Eligibility Requirements

Recipients must live in the service area. Tribal members and first generation descendents, that meet eligibility requirements of the program.
